NJ ebike liability insurance

Insurance is required for motorized bicycles in NJ. Qualifying low-speed, pedal-assist-only ebikes are exempt. Here is what to check for your bike.

1. Does your ebike need insurance?

Start with how the motor works. These examples cover two-wheeled ebikes with working pedals.

Insurance required

A throttle can move the bike without pedaling

This applies even if the motor stops at 20 mph. Having pedals does not make a throttle-powered bike exempt.

Covers throttle-powered speeds up to 28 mph.

Insurance required

You must pedal, but the motor assists up to 21–28 mph

Insurance is required even without a throttle, because the motor can keep helping above 20 mph.

Insurance not required

You must pedal, and motor assistance stops at 20 mph

The motor only helps while you pedal. There is no throttle that can propel the bike without pedaling.

NJ calls this a low-speed electric bicycle.

MVC registration is required for all three. Use the bike’s maximum motor-assisted speed for these comparisons.

2. What coverage does NJ require?

Liability insurance covers your legal responsibility for injuries to other people or damage to their property. NJ sets these minimums for motorized bicycles:

Injury or death of one person
$15,000
Injury or death per accident
$30,000
Damage to other people’s property
$5,000

Also required: pedestrian PIP

The policy must also provide personal injury protection (PIP) benefits for pedestrians injured by the insured motorized bicycle. Ask the insurer to confirm this is included.

3. Get the right proof of insurance

MVC requires proof of insurance when registering a motorized bicycle. Your insurance documents should identify the bike by make, model, and serial number (or VIN, if available).
