License Requirements

If You're 17 or Older

Your existing valid NJ driver's license allows you to operate low-speed e-bikes and motorized bicycles. No additional license needed.

If You're 15-16 Years Old

You need a Motorized Bicycle License which requires:

  • Proof of identity (6 points of ID)
  • Pass a written test
  • Pass a vision test
  • Pass a road test (after 20 days with permit)

Learner's Permit Option

Available at age 15+. Costs $5 (waived first year), valid for 45 days. Allows daylight riding without supervision.

PIP Coverage for Cyclists

If you're riding an e-bike or regular bicycle and are injured in an accident with a motor vehicle, your injuries are covered by your personal injury protection (PIP) insurance.

Where You Can Ride

Allowed

  • Streets and highways (with some restrictions)
  • Roadways
  • Bicycle paths (unless prohibited by local authority)
  • Sidewalks (for parking only, must not impede pedestrians)

Prohibited

  • Interstate highways
  • Highways with grass/concrete median
  • Roads with speed limits over 50 mph
  • Railroad rights-of-way
  • Natural surface trails (unless specifically permitted)
  • Public lands where expressly prohibited

The Commissioner of Transportation may prohibit motorized bicycles on roads with speed limits over 40 mph if deemed hazardous.

Safety Requirements
